Former UN Special Repporteur on trafficking in persons, especially women and children


I was born in Palermo on 23 June 1953, and I live between Rome and Paris.
I have a daughter and I’m married to Reynald Seznec.
I graduated from the University of Palermo, a first time in Humanities with a sociological focus, and a second time in Law.

I was a teacher of Italian role and history from 1984 to 1991, when I became a magistrate.
In the first part of my career in the judiciary I was Praetor Penal in Rome.

From 1996 to 2001 I was Chief Legislative Officer and Legal Adviser to the Minister of Equal Opportunities.
In 2001 I returned to the judiciary, where I played the role of Judge for Preliminary Investigations at the Criminal Court of Rome until 2006.

At the same time, I was an expert on the Secretariat of the Council of Europe during the negotiation of the Convention on Action against Trafficking in Human Beings, adopted in Warsaw in 2005.

From 2006 to 2010 I was Seconded National Expert at the European Commission – Directorate General for Justice and Home Affairs, where I was mainly concerned with trafficking in human beings and sexual exploitation of children.
In particular, I drafted the first version and supervised the negotiation of the European Directive on trafficking in human beings, then approved as Directive n. 2011/36/EU.

From 2010 to 2014 I was Special Representative and Coordinator of the OSCE (Organization for Security and Cooperation in Europe) for the fight against trafficking in human beings. In this role I coordinated the “Alliance against trafficking in human beings”, a platform that includes the most important associations active at the international level against trafficking.

I have been appointed UN Special Rapporteur on trafficking in people, especially women and children. In this role, I presented two reports a year, one to the Human Rights Council in Geneva and one to the General Assembly in New York, on the situation of trafficking at the world level, and on the state of implementation of law enforcement actions, from the point of view of the human rights of trafficked people.

In addition, I have made visits to various countries and prepared reports on them, and I have addressed many communications and urgent appeals to many UN Member States. My term of office expired on 31 July 2020.
